Dear Brothers and Sisters in Islam we URGENTLY need action from Muslims. We have found this website (www.bombislam.com) which humiliates Allah (SWT), Qur'an and our Prophet (SAWS) who are being laughed at and being portrayed as EVIL.
We URGENTLY need to get a signed petition of over 15,000 to get this website banned by law. We hope you will use your friends network to help us for the sake of ALLAH to banned this website(www.bombislam.com) Please click the link (http://www.alwahy.org) and complete the petition.

Banned by which law? The only way you can remove a site like that is to contact the organisation or company that hosts it, and if its on their own personal server then your stuffed.

Clicked to see what it was like, but decided at the headline "Islam is a cancer, nukes are the answer" I knew well enough what the level of critical thinking was.
"Some people are fat, they'll even eat a cat" is about as insightful or accurate.

Their provider is http://www.1st-amendment.org/ , a "free speech" organisation
they themselves actually loan from ev1servers.net which has its own TOS.
1st Amendment's only mention of actual content moderation is in their "Acceptable Use Policy":
Threats: Use of the 1st-amendment.org service to transmit any material (by e-mail, uploading, posting or otherwise) that threatens or encourages bodily harm or destruction of property and which helps others to break copyright law by promoting warez software, music, movies and games exchange tools, memberships and lists.
That is the only part in their whole TOS notes which mentions actual content and not electronic spamming/hacking.
As for ev1servers.net (which is actually found at www.theplanet.com) has the actual jargon that relates to upholding actual law:
Prohibited Content
Users shall not allow the posting, transmission, or storage of data or content on or through The Planet Services, The Planet Network or its physical infrastructure which, in The Planet’s sole determination, constitutes a violation of any federal, state, local or international law, regulation, ordinance, court order or other legal process (“Applicable Law”). Users shall be responsible for determining which Applicable Laws are applicable to their use of The Planet Services. Prohibited content includes, without limitation, (a) content or code that facilitate any violation of, or describe ways to violate, this AUP or (b) “harvested” addresses or information, (c) “phishing” websites, or (d) “spamvertising” sites.
A User shall not knowingly host on its Servers, use The Planet Services or transmit over The Planet Network, any material believed by The Planet to constitute child pornography. In addition to any other actions it may take under this AUP, The Planet reserves the right to cooperate fully with any criminal investigation of content located on a Server that constitutes alleged child pornography or an alleged violation of Applicable Law.
Under network abuse there is: "Soliciting the performance of any illegal activity, even if the activity is not performed." which is actually intended for spamming, hacking again, but is openworded enough to include incitement.
At the end there is:
Prohibited Activities
•
forging, misrepresenting, omitting or deleting message headers, return mailing information, or internet protocol addresses, to conceal or misidentify the origin of a message;
•
creating or sending Internet viruses, worms or Trojan horses, flood or mail bombs, or engaging in denial of service attacks;
•
hacking, and/or subverting, or assisting others in subverting, the security or integrity of our products or systems;
•
soliciting the performance of any illegal activity, even if the activity itself is not performed;
•
threatening bodily harm, or encouraging bodily harm or property destruction;
•
harassing another, or encouraging harassing behavior;
•
engaging in outright fraud, or using services to engage in scams like pyramid schemes;
•
collecting personal information about others without their knowledge or consent;
•
instructing others in prohibited activities;
•
using services to disseminate or display images classified under U.S. law as child pornography, child erotica (regardless of literary or artistic merit) and/or bestiality; and/or
•
acting in any manner that might subject The Planet to unfavorable regulatory action, subject us to any liability for any reason, or adversely affect The Planet’s public image, reputation or goodwill, as determined by us in our sole and exclusive discretion.
Which is basically where 1st amendment copy pasted. This was all found at:

So really the only things that violates either companies TOS is things like:
edit: 0) Copyright infringement (and we all know how much everyone cares about that) on content they display
1) Using it to electronically attack or infect other users, which the TOS goes on about in 95% of its terms
2) Encouraging others to commit a crime like assault or property damage (like an attack on Muslims or a Mosque)
3) As sick as it sounds, the part about bestiality (anyone who has seen some of the images there will know what I mean, I don't suggest anyone does though).
The problem about the 2nd one is that the site might not actually involve incitement for someone to commit a crime like assault. This is basically held under US law, which doesn't have the same incitement laws as the UK does. The third one, if it ever came to that, might not hold either, and would probably involve just removing the images rather than a stop to the whole site.
Of course even if it was taken down, it is unlikely to make much difference for long, they would find another host. If your really bothered enough to do something, you will have to review the whole site and see which parts conflict with the host's TOS. Contacting 1st Amendment on the issue would be the first thing to do. Given its nature, it might be reluctant to comply, but might be more bothered if ev1servers.net was contacted, which would be the next step if 1st Amendment fails to comply.

There are laws applicable if
the site is hosted a country providing protective laws, which even holds true for sites hosted in the USA
the site content goes beyond personal opnion, openly calling for violent or other illegal actionThere are institutions who can take actions against such sites up to shutting them down and taking legal action against the site owner.
One, which acts in the USA, is for example the "International Network Against Cyberhate (http://www.inach.net/)", Chairman: Christopher Wolf

I have a petition running against a website, too. Too bad: only few people seem to have interest in such petitions.

Petitions should really be near the end of the line of action, they rarely have any effect and if one can get rid of such content via contacting service providers instead then its cutting out a lot of hassle. There doesn't seem to be any history anywhere on the petitioning site about attempting to go through other routes like contacting 1st-amendment or ev1servers.net, which would be what I would do first.

I've already commented about this websyt, I remember... And they had gotten rid of it, lyk made it unavailable for people to see, but its obviously cum bak..
The owner of that websyt did tell me he would find a way to get it up and running again :rolleyes:

I remember this guy, there was that guy who took some action against it. It was in one of the other threads and I emailed him last time saying thanks etc. :)
There are many racist websites, unfortunately there isn't much we can do about that. Or even omar bakri run websites which ask people to bomb britain.
I'm pretty sure a petition won;t make a difference besides giving them more publicity.
